The National Planning Policy Framework (NPPF) is the cornerstone of the planning system in England. It sets out the Government's planning policies and how they should be applied by local planning authorities when determining planning applications and preparing local plans.
The NPPF was most recently updated in late 2024, and the revised framework introduces a number of important changes that anyone involved in development should be aware of.
The updated NPPF places greater emphasis on housing delivery and the importance of maintaining a sufficient supply of homes, particularly in areas with significant unmet need, the role of brownfield land and the expectation that previously developed sites should be prioritised for development, Green Belt policy, with revised guidance on when "very special circumstances" may justify development in the Green Belt, design quality, reinforcing the expectation that new development should be well-designed and reflect the character of the local area, and environmental sustainability, including stronger references to biodiversity net gain and climate resilience.
While much of the media focus around the NPPF tends to centre on large-scale housing allocations and strategic planning, the framework is equally important for smaller projects. Whether you're applying for planning permission for a single dwelling, a rural diversification scheme, or a change of use, the NPPF provides the policy basis against which your application will be assessed.
Understanding how to frame your proposal within the context of the NPPF can make a real difference to the outcome.
